They proposed the expansion project would facilitate \u201cstate-of-the-art research\u201d; however, the McGill administration\u00a0<a href=\"https:\/\/www.thetribune.ca\/news\/kanienkehaka-kahnistensera-express-concern-over-handling-of-potential-evidence-on-new-vic-site-17102023\/\">failed<\/a>\u00a0to complete a thorough survey of the area and investigate the possibility of unmarked graves from victims of\u00a0<a href=\"https:\/\/www.thetribune.ca\/news\/mcgill-hit-with-class-action-lawsuit-for-alleged-mind-control-brainwashing-human-experiments-from-1943-to-1964-12042023\/\">medical experiments and malpractice<\/a>\u00a0on the site of the former Royal Victoria Hospital (RVH). The harmful medical and burial practices that took place at the RVH, along with McGill\u2019s involvement with the\u00a0<a href=\"https:\/\/www.thetribune.ca\/mind-control-mcgill-mk-ultra\/\">MK ULTRA experiments<\/a>, were forms of violence that disproportionately affected Indigenous communities. In Oct. 2022, the Kanien\u2019k\u00e9ha:ka Kahnistensera (<a href=\"https:\/\/www.mohawkmothers.ca\/\">Mohawk Mothers<\/a>) secured a Quebec Superior Court\u00a0<a href=\"https:\/\/mohawknationnews.com\/blog\/2022\/11\/16\/mohawk-mothers-granted-injunction-oct-27-22\/\">injunction<\/a>\u00a0to ensure a vigilant and culturally sensitive approach to unmarked graves.\u00a0<a href=\"https:\/\/reporter.mcgill.ca\/a-day-of-learning-in-the-longhouse\/\">Taiaiake Alfred\u2019s<\/a>\u00a0appointment as McGill\u2019s Senior Policy Advisor in June 2023\u2014which coincided with\u00a0<a href=\"https:\/\/www.cbc.ca\/news\/canada\/montreal\/royal-vic-bodies-evidence-found-dogs-search-1.6892583\">news<\/a>\u00a0of the Historic Human Remains Detection Dogs\u2019 discovery of the scent of potential human remains on the RVH site\u2014prompts scrutiny of the university\u2019s commitment to Indigenous oversight.<\/strong><\/p>\n<p><strong>Alfred works with the Mohawk Council of Kahnawake (<a href=\"http:\/\/www.kahnawake.com\/\">MCK<\/a>), a band council formed under the Indian Act. Attracting\u00a0<a href=\"http:\/\/www.kahnawake.com\/pr_text.asp?ID=5599\">very few voters and little support\u00a0<\/a>in Kahnawake, the council operates far from the consensus mandated by the Longhouse\u2019s traditional decision-making system. Traditionalists have\u00a0<a href=\"https:\/\/kahnawakenews.com\/mck-governance-project-is-not-traditional-government-longhouse-p4338-1.htm\">widely criticized<\/a>\u00a0his work on a \u201cnew governance project\u201d for the MCK as replacing their ancestral government with band council governance structures imposed by colonial powers. One such criticism is that many workshops associated with this system of leadership\u00a0<a href=\"https:\/\/www.facebook.com\/100068198021922\/posts\/689009866715608\/?mibextid=WC7FNe\">did not allow anyone over 35 to attend<\/a>. Therefore, Alfred\u2019s questionable vision of a new way of governance was shielded from the oversight and criticism of elders and has the potential to mislead younger generations. This problematizes his\u00a0<a href=\"https:\/\/mohawknationnews.com\/blog\/2022\/02\/06\/municipality-of-kahnawake-secretly-arrives-taxes-audio\/\">alignment<\/a>\u00a0with colonial structures and indicates concerning implications for Indigenous peoples and perspectives at McGill.<\/strong><\/p>\n<p><strong>Alfred\u2019s new role at McGill follows his controversial exit from the University of Victoria (<a href=\"https:\/\/www.uvic.ca\/\">UVic<\/a>) amid\u00a0<a href=\"https:\/\/www.cbc.ca\/news\/indigenous\/university-victoria-indigenous-governance-program-suspended-1.4633889\">accusations<\/a>\u00a0of a toxic environment in their Indigenous Governance program. \u00a0When \/\/<a href=\"https:\/\/tworowtimes.com\/news\/national\/alfred-resigns-from-indigenous-governance-program\/\"><em>Two Row Times<\/em><\/a>\/\/ asked for a response to the allegations, Alfred, who\u00a0<a href=\"https:\/\/thediscourse.ca\/nanaimo\/taiaiake-alfred-tours-new-book\">regularly<\/a>\u00a0puts forward his U.S. Marine infantry veteran status, said \u201c[I]f you\u2019re asking me if I\u2019m hyper-masculine, well, I\u2019m Mohawk from Kahnawake.\u201d This puzzling\u00a0<a href=\"https:\/\/www.vicnews.com\/news\/uvic-professor-says-his-toxic-masculinity-prompted-him-to-step-down-following-a-program-investigation-51677\">assertion<\/a>\u00a0raises concerns about his accountability, particularly given the matriarchal nature of Kanien\u2019k\u00e9ha:ka traditions and that the Kahnistensera are from Kahnawake.<\/strong><\/p>\n<p><strong>As the Senior Policy Advisor, Alfred\u2019s responsibilities include guiding Indigenous policy development at McGill. But his public history raises serious questions about his ability to represent the interests of Indigenous communities and students. Will Alfred\u2019s appointment only ensure that Indigenous consultation aligns with McGill\u2019s objectives?<\/strong><\/p>\n<p><strong>Beyond the immediate concerns regarding the New Vic Project, McGill\u2019s track record of sidelining Indigenous voices and resisting court-ordered oversight is abhorrent. Their ongoing\u00a0<a href=\"https:\/\/www.thetribune.ca\/opinion\/mcgill-must-stand-by-the-mohawk-mothers\/\">defiance<\/a>\u00a0against the Kanien\u2019k\u00e9ha:ka Kahnistensera and their\u00a0<a href=\"https:\/\/www.thetribune.ca\/news\/mcgill-appeals-reinstatement-of-archaeological-panel-overseeing-work-on-new-vic-site-16012024\/\">appeal<\/a>\u00a0against a court-ordered reinstatement of an archaeological panel reveals the hypocrisy of the administration\u2019s\u00a0<a href=\"https:\/\/www.mcgill.ca\/equity\/initiatives\/indigenous-initiatives\">stated<\/a>\u00a0dedication to ethical practices and Indigenous rights.<\/strong><\/p>\n<p><strong>Over the past eight years, the Kahnistensera have engaged in a multi-layered struggle against McGill, the Soci\u00e9t\u00e9 qu\u00e9b\u00e9coise des infrastructures (<a href=\"https:\/\/www.sqi.gouv.qc.ca\/Pages\/accueil.aspx\">SQI<\/a>), and others. Their legal battles, including their\u00a0<a href=\"https:\/\/falconers.ca\/quebec-superior-court-orders-stop-to-excavation-at-mcgill-royal-victoria-hospital-site\/\">landmark injunction<\/a>\u00a0in Quebec Superior Court, showcase persistent efforts to protect unmarked graves around the former Royal Victoria Hospital. Despite court orders, McGill and SQI\u2019s actions during archaeological investigations, including the disbanding of an independent expert panel of archaeologists, underscore this process\u2019 lack of integrity.<\/strong><\/p>\n<p><strong>The New Vic Project uses a destructive and denialist strategy to undermine the stories of survivors who witnessed and suffered the atrocities that occurred at the RVH site. McGill\u2019\u2019s\u00a0<a href=\"https:\/\/www.aptnnews.ca\/national-news\/archeologist-from-akwesasne-says-mcgill-site-is-not-being-properly-excavated\/\">actions<\/a>\u00a0suggest a pattern of prioritizing expansion over ethics, and Alfred\u2019s role seems to be an attempt to legitimize disregard for valid Indigenous concerns and shield the university from rightful criticism.McGill must foster meaningful engagement with Indigenous communities on their own terms. \u00a0 Seeking validation that supports the administration\u2019s opportunist agenda is unacceptable. The university must uphold basic principles of equity, justice, and respect for nature and end its support for toxic, patriarchal behaviours, and extractive practices.
